CSC submission to the UNCRC, 54th session: Guatemala
CSC Engages with the UN Committee on the Rights of the Child through written submissions to their regular sessions, drawing attention to and making recommendations on the issue of street children. This report on Guatemala was submitted to the 54th session in January 2010.

A notable absentee from the ten-point action plan set out by the 1990 World Summitfor Children was the issue of street children. Yet such children are a common sight incities of the developing world, and live in some of the most extreme conditions ofpoverty. The article looks at the experience of street children in the Mexican city ofPuebla. It argues that current research neglects the moral and geographic dimensionsof work with street children. This has led to practice that regards street childrenas a welfare concern (as children), and pays less attention to their geographic context(the street). By contrast, the work of an NGO, JUCONI, indicates that a sensitivityto this distinction can offer critical insights. The article outlines JUCONI'sapproach and evaluates the implications for ‘best practice'.

This study builds on the learning of Street Diary (Save the Children UK, 2001), giving theopportunity for a group of children to represent their own analysis of their situation. Itexamines the human and emotional dimension of life on the street.
